I captured this image during a heavy downpour, so there is haze from the rain, but the image itself is sharp. It was not post-processed except to crop the frame. I don't understand why it was rejected. Help would be appreciated.

Hello,
I think for this photo you need a bit more contrast added as well as a slight increase in colour temperature. The photo is a bit too blue - cold looking, so you need to warm it up a bit. If you took this in raw, then add just a wee bit more yellow and a wee bit more magenta in the tint slider. You also need to reduce the highlights a bit.
