why does the photo have quality problems

Hi I wanted to ask for tipps on why this photo was declined for having quality problems so it doesn't happen in the future. Thanks for the help!

There is noise and your picture is missing contrast (background, in Lightroom, you find the Dehaze slider to correct that.). The power lines are disturbing and the blurred out foreground also. There are several logos visible in the picture, that's an IP refusal. I, personally, find little commercial value in such an image.

Part of "quality" is composition. So, we first look at the picture. Could the composition be better? Yes, I think so. Those heavy black power cables add nothing to the scene. I know there are OTHER power cables, and they belong to the local industrial landscape, but the large cables are not thematically connected, and need to go.

There are other issues, especially the out of focus vegetation in the foreground. I don't much like this, but others may have different opinions. The "hazy day" shot as well is a tricky one, since the haze makes it inherently unclear. The far hills are nice, but the whole town is affected.
