I offered up this photo for sale and it was rejected because it's non-compliant.
Could someone please advise me why this was rejected?

Reasons content is rejected at Adobe Stock :
This reason means that your content doesn’t comply with our Contributor Agreement. Content may be non-compliant due to watermarks, inappropriate or irrelevant keywords or image titles, or questionable, or defamatory content. Your file is also rejected as non-compliant if you receive a reminder to submit a model or property release, or resolve a problem with a release, and you resubmit the file without addressing the issue.
(bold is mine and that are the reasons that could be relevant)
In addition:
It's a nice artistic picture but maybe without value for stock. Sunrise/sunset pictures are abundantly present in stock so they need to have a "wow" factor. The picture you posted here is low resolution, so I cannot check sharpness and other parameters. But it does not look very sharp which is a problem.
The colour profile of the uploaded picture is AdobeRGB.
Outside of this:
Your picture has been taken with ISO800. You should get that to 100 to avoid noise. The sweat point of lenses (when pictures get sharpest) is around f8. I found

Hi Mister Mr,
My guess is that this image was rejected before for one of the following: noise, artifacts, lighting or exposure, and you resubmit it. That will earn you a non-compliant rejection. Once you resubmit a rejected image without making the suggested correction(s) it will be rejected for non-compliant.
