Popup appearing out of nowhere even if the program is closed

I've tried to click the buttons that says Cancel, Remove and Keep but it keeps appearing out of nowhere. Is there a way to disable the popup from appearing?

Have you perhaps got auto-update checked in the CC app, which could be triggering the notice prior to updating Painter?
