Although I know that there are different plugins available now that can achieve hair effects, and sometimes I want to make a plush carpet, I still want to ask you, is it possible to add hair filters in Sampler?

Real hair effects simulation (Grooming as it's usually called) isn't currently properly possible through Substance 3D Sampler. Grooming for animals or human hairs is an entire profession and would require a very different approach from Substance Sampler than "traditional" texturing.
For simple meshes or not- hero assets, working with custom materials could work. You'll find several assets online that could serve as a strong base for a hair effect
