Hello! I'm new here, but I've been using Adobe for a really long time. First of all, sorry for my broken English 😕
Recently, my friend and I decided to connect using a team project and together we would synchronize one project where we would edit. However, when he publishes something, I do not receive any notification about it, nor am I able to click the update button, as if it were him alone, only when I add something, publish it, and only then, we sync together. Together we have the same version of Windows and Adobe Premiere Pro (24.1). It is worth noting that he receives notifications and has the option of updating, as if he were constantly synchronized, but I am not.
We don't know what could be causing this, please help me quickly.

Sorry for your troubles - You seem to have ran into a rare issue that is plaguing some Team Projects users. This issue may be out of our control and is probably due to a misbehaving 'Microsoft Windows notification service'.
A machine restart may resolve the issue (at least temporarily) - Let me know if the issue persists after you restarted the computer.

I restarted the computer more than once, and it's still the same, only after clicking publish, Premiere Pro starts synchronizing with the second computer, and something happens.
