All depends on what you want and what your skill-set is.

 

Adobe Express is Adobe's bundle of mobile apps and web-based services for creating social media stuff.  You can try it free but the Premium service costs $10/month.

Dreamweaver is Adobe's standalone HTML5, CSS and JavaScript code editor. 

 

Photoshop is a raster image editor for static JPG, PNG, or WEBP images.  Photoshop can also do small animated GIF.

 

Illustrator is a vector graphics editor (AI, EPS, SVG).  Combined with your coding know how,  you can take SVG infographics and banners from Illustrator and animate them with JavaScript code in Dreamweaver (for advanced coders).

 

Animate creates animations in HTML5 and JavaScript.

I'm a beginner with html (emails). I've had the CC apps suite for years. I find Dreamweaver to be involved. I'll have a look at your suggestions. I think Animate may be my best option.
