New to HTML5 ad creation. Wondering which app (in or out of Adobe eco-system) is popular or recommended to produce ads that are compatible with Google and non-Google environments. Thank you.

    Correct answer miss-charlotte

Adobe Express is not a coding tool.  It's a design tool.

Thanks, I need to create HTML5 so perhaps Google Web Designer with output settings compatible for non-Google environments or Animate/Dreamweaver.

I'm a beginner with html (emails). I've had the CC apps suite for years. I find Dreamweaver to be involved. I'll have a look at your suggestions. I think Animate may be my best option.

All depends on what you want and what your skill-set is.

Adobe Express is Adobe's bundle of mobile apps and web-based services for creating social media stuff.  You can try it free but the Premium service costs $10/month.

    Creative Cloud Apps by subscription:

Dreamweaver is Adobe's standalone HTML5, CSS and JavaScript code editor.

Photoshop is a raster image editor for static JPG, PNG, or WEBP images.  Photoshop can also do small animated GIF.

Illustrator is a vector graphics editor (AI, EPS, SVG).  Combined with your coding know how,  you can take SVG infographics and banners from Illustrator and animate them with JavaScript code in Dreamweaver (for advanced coders).

Animate creates animations in HTML5 and JavaScript.

    Hope that helps.
