Do you want to provide a different caption on each picture, e.g. Picture A would have United State, Picture B would have Canada, Picture C would have Mexico, etc.? Make a good selection of the subject that you want the silhouette of. This is key. Go to Layer>new>layer via copy. This puts the selection on its own layer Press CTRL+left click the layer thumbnail of this layer to make the selection active Go to Edit>copy to put it on the clipboard Create a new canvas - File>new>blank file Layer>new>layer and name it color cutout Again, Layer>new>layer and name it silhouette cutout. This layer will be at the top of the stack of the 3 layers Fill the background layer with color - for example 9369BF Paste the cutout selection into both the color cutout and silhouette cutout layers (Edit>paste) Set your foreground color chip to black, then fill the silhouette cutout layer with black (Edit>fill selection>black) If you want to refine it a bit by showing a tad of color, access the eraser tool with 8-10% opacity to erase the black color around the edges or at a  special location ... Ok. I used the same technique described previously in detail, except that I used  Brightness/contrast adjustment layers instead of Levels. In addition, I created a blank layer at the top, and with the brush tool painted gently over the blown out areas of the baby, and another blank layer for same for the mother. I also sharpened and applied a stroke(rudimentary frame). The layer structure is labeled for your reference on the print screen. I forgot to address the issue of selective blurring. After you have completed the changes to the foreground and background as delineated in my previous post, make a "stamp visible layer". Open a blank layer at the top of the stack of layers in the layers palette, and press CTRL+ALT+SHIFT+E Duplicate this layer and apply  Gaussian blur  (Filter>Blur>Gaussian blur). Adjust with slider Place a Levels adjustment layer between the 2 layers, but do not work the sliders Make the top layer active and press CTRL+G Access a black brush and paint where you want to have the foreground in focus. Addressing the issue of adjusting the brightness of the foreground and of the background independently, a good technique is to do it with layers: Duplicate background layer and work on background copy layer.
