Sorry if I wasn't clear about new users. Adobe is no longer selling new XD only subscriptions (they don't want new people actively choosing a product that has no future). Yes people can get it as part of the all apps plans (but may need to reach out to get Adobe to even show XD to them).
XD is dead, not being actively developed (only supported for existing users), so everyone should be switching to something that is being actively developed (like Figma) as soon as possible.

Yes it's normal to not see files. You're choosing a folder that contains files, not files themselves.

Does your action have a Save As command in it? If so, that specifies the location the files will be saved in. For the batch process to override that action's save command, you have to check on the Override Action "Save As" Commands option in the Batch dialog.
If that does not work, showing us the action would help in troubleshooting.

I have not heard any official word of when Adobe will stop supporting XD, but it's no longer being developed, new users can't get it, and it will not be supported forever. I'd recommend switching to something else (like Figma) as soon as you can so you can. Figma is similar in many ways, but more powerful so there's more features to learn. Good luck in your transition.

XD does not use points, it uses pixels.
If you're viewing a desktop design on a desktop at 100% zoom, 17 px in XD should match 17 px in CSS.
For mobile devices you'd have to figure out the correct zoom level (it's not 100%).
It sounds to me more like the issue is your zoom level not being correct in XD, more so than an actual XD to CSS issue.

Any selection (Lasso or otherwise) can be smoothed by choosing Select > Modify > Smooth or in Select > Select and Mask (where you can preview the result).

Try resetting Photoshop Preferences:
Launch Photoshop and immediately hold down Alt + Control + Shift

Figma is quite similar (essentially the same kind of app just made by a different company), so you'll already understand quite a lot about it. I don't speak for Adobe (I'm not an employee), and only Adobe can make an official announcement about what their plans are. We'd all love to see that. But with Sketch being Mac only, XD in maintenance mode and not offered to new users, Figma has basically won the market for the forseable future. Adobe tried with XD, gave up to take a gamble with Figma and it didn't work out. That puts them in an unfortunate place that would be very hard to come back from.
I've used and seen apps come and go over the past 25+ years: Photoshop, ImageReady, Fireworks, etc. so nothing is set in stone. No one knows what will happen in the years to come, but for now I personally think Figma is the safest option.

Filesizes will vary, so focus more on the pixel width and height.. The factors that affect image quality are:
the pixel width and height of the image
the size the image is coded into the webpage
You say you're using Word, but I assume that means WordPress (as opposite to Microsoft Word). You should be able to upload large images and have it scale them for you. How it scales/sizes the images depends on your theme, WordPress settings, and possible plugins.

Some apps need to be restarted after installing fonts. After installing the fonts for local use in the Creative Cloud app, have you tried quitting and relaunching the affected apps?

One way is to take a screenshot of Instagram and place it into XD. Then overlay your photo.

Anyone with the all apps plan "should" have access to XD, but Adobe is not letting new people get XD for a single app plan unless they already had that plan. I agree with @Chris W. Griffith that I think Adobe doesn't want more people starting to use XD now because they are winding it down.

This post has a long discussion of the "bug" of XD not showing up for people who should see it.
But essentially Adobe is not offering XD to new people and only users who had it, as they hope to transition to Figma (if/when the aquisition is approved). At this point I'd suggest using Figma and don't bother with XD.

I don't know of an XD plugin to do that, and searching the list of plugins I couldn't find one.
As you may know, XD is no longer being developed as Adobe is trying to aquire Figma (the aquisition has not yet been approved by the US and EU governments). Figma has multiple plugins to do something like this, in particular Locator seems to do what you want. I would recommend switching to Figma as soon as possible. You'll find Figma has more features and many more plugins to choose from.

Adobe announced a year ago that they are no longer developing XD and want to aquire Figma. They are still waiting on governmental approval, but XD is no longer being offered to new users and only supported for existing users. It's time to switch to Figma.

Are you just learning and XD and can't export links, or do you have an account with files that you used to be able to create share links for but now you can't?
If it's the first and you're learning to design in an app like XD, please know that XD is no longer being updated now that Adobe is aiming to aquire Figma. You should be learning Figma and not XD.

When you are hosting with someone else's platform, they are in control, not you. They can change the service, put limits on it, or if you cancel your membership your content is no longer available. For the long term, you want something under your control, in a format that works for you. While PDF can work in some cases, it's not easy to read on various size devices, so publishing text content as native responsive webpages can be better. Publishing workflows can be very specific to your needs and may be complicated to setup. Having an interactive online magazine is not a trivial task. You'll need to explore options based on your budget and goals for the how the content should work and be accessible. InDesign is print/pdf oriented, and not the best solition for interactive online content.

With XD no longer being developed (only supported for current users) I doubt this would get fixed, and you'll eventually have to figure out a new workflow. Adobe Illustrator or Photoshop play much better with After Effects. If the designers are doing UI/UX design and switch to Figma (which all XD users should be doing after Adobe announced their intent to aquire Figma), then try using SVG to Illustrator to AE (which may also work for XD as well). Unfortunately no (at least not yet). You could copy and paste from XD into Figma, but of course that requires having the XD app. Adobe is waiting on governmental approval for the Figma acquisition and until that happens, the two companies can't work together.

Google will have to update their course, as Adobe XD is no longer being offered to new customers. Adobe is in the process of aquiring Figma which is now the industry leader. I suggest you learn and use Figma instead of XD.
