If you have disabled the terrible "New Experiance" then access to the marquee zoom and other tools for the quick toolbar are burried in a right click accessable drop down menu. See attacehd annotated screenshot. To disable the new experience, Windows: Click the hamburger menu at the upper left corner and choose Disable new Acrobat. macOS: Go to View > Disable new Acrobat. To Add Marquee Zoom to Quick Tools Right click on the quick tools bar Select Show and Select Zoom Tools Check Marquee Zoom This worked on my Mac running Acrobat Pro version 2024.004.20272.
