Text-based editing with multicam sequences may not work as you expect, but I can't find my notes at the moment.
But I think Kevin is right: this is an extract vs lift issue. I am assuming you are selecting a section of transcript (with the automatically set in/out points set in the Text panel) and then hitting the Delete key. This is the same as using the semicolon shortcut: it EXTRACTS the selected text (and video/audio) and leaves a "hole" in the clip. The shortcut for LIFT is the apostrophe key. It will ripple delete.
You can also use the extract/lift icons in the Text panel or in the Program monitor.
If this doesn't make sense or does not work correctly for you, post back and we'll get it sorted. Screenshots might help.

Correct. Turning off the video, so exporting audio only, makes it faster. But the method I posted does what you want:
Select the sequence. Then File -> Export -> Captions and select stl.

"Pop up" and "little, nonfunctional" makes me think you are talking about the Media File Properties pop-up, not the Properties Panel. The panel opens from Windows -> Properties, although it usually opens automatically when you select various items.

And whether it did or not, next time you have the issue, I would launch PR using the shift key and reset preferences, cache, plugins etc. Do you have any plugins/extensions installed?

Upvoted. It has been requested as an option since that information was added in response to many requests.
But the workaround is pretty easy. Export as csv. Open in Excel or similar. Select the Text column and copy. Then in Word or similar, paste without formatting.

I tend to live in the Captions and Graphics workspace, where the Properties (and previously Essential Graphics) on a UHD monitor is full-height. So I had not noticed that effect of the change. I placed screenshots of the 2024 and 2025 full-height panels below. I see what you see if I use the Editing workspace. In the 2024 Editing workspace, Essential Graphics is docked with the Project Panel group.
In addition to moving groups in the panel, the 2025 alignment group added keyframe buttons, and this changed its layout substantially; it increased from heading plus 4 lines to heading plus 6 lines.
I don't see a good option for my workflow in the old or new layout without making the panel full-height. If alignment is higher, the Text or Appearance groups would move down and require scrolling.

I'd ask in the Photoshop forum. I'd consider using the Automate function on a folder of images. But it required me to manually say Open to the Camera raw app the opens to bring the DNG into PS.
With lightroom, I import to lightroom, no conversion required to see the files. From there, I can select multiples, right-click, export using a jpg (or other) preset I create. Or I can right-click and "edit in photoshop."

Are you getting the exact screenshot in the original post above? Or does yours show zero percent?
Look in the Creative Cloud Desktop for Premiere Pro 2024 and click the 3 dots, then click Get Add-ons. Does it show the language pack for your language as "added"?

I like @eckiAMETeam's suggestion. To sort and rate photos from trips, I use Lightroom (Classic). Lots of control over export settings. Easy ingest.
I keep meaning to try Bridge for the same purposes, but just haven't gotten around to it.

The text-based editing workflow has a serious learning curve. When it works, it seems intuitive, but when it doesn't, it can be very confusing. Some of Premiere Pro can be sorted by just jumping in and doing. This is not one of them.

There are 2 types of transcripts and 2 "views." The original type of transcript was a static transcript of a sequence. Once created, it does not change as you edit your sequence. The second type of transcript was introduced with text-based editing and can be referred to as the "source media" transcript. It stays with the clip. So there are 3 situations that are most relevant: A) source media transcript in source monitor view; B) source media transcript(s) in program monitor/timeline view; and C) static transcript (of a sequence) in program monitor/timeline view.
How is the view changed? In the Text Panel/Transcript tab, bottom left, you will see a check box for "Follow active monitor." If you have this checked, it will automatically change the view as you switch from the timeline/program monitor to the source monitor. If you do not have it checked, you manually click one of the icons for "Show Source monitor transcript" or "Show Program monitor transcript." I'll assume you have this checked.
A - Open a clip in the Source Monitor, and switch to the Text panel/Transcript tab. You will see the source media transcript for the clip that is active in the Source Monitor. If there is no clip open there, you see No dialogue found. This is the Source media transcript in Source Monitor view. Note that if you click on the 3 dots drop-down menu, there is no option for Create static transcript.
B - Open a sequence in the timeline that has at least one clip transcribed, and switch to the Text panel/Transcript tab. You will see the source media transcript for all the clips in the sequence that are transcribed. If there are untranscribed clips, you will see a message to that effect. Edit the timeline (delete, move, add another clip), and the transcript you see is the combination of all the clips' transcripts as edited. This is the Source media transcript(s) in Program Monitor view. It can be confusing for at least 2 reasons. 1) It is truly a Sequence transcript even though it is composed of Source media transcripts. 2) You can do some things in this view (edit the text of the transcript you see and have the text changed in the source media) but you cannot do others (edit Speaker names which must be done in Source Monitor view).
C - Now, click on the 3-dot menu, and pick Generate static transcript. The transcript you create includes only what is in the sequence when created and will not change as you edit the timeline. If you wanted to return to the source media transcripts, click the 3-dot menu and pick Generate text-based editing transcript. It returns to the combination of source media transcripts for the sequence.
If you create captions in paragraph B and you create captions in paragraph C (without making any changes to the timeline), the captions will be identical.
This may now be clear as mud. Make it muddier: nest the sequence with a STATIC transcript in another sequence. As you edit that other sequence, it behaves as a source media transcript. omg

As of today, none of the requests have a status or a programming staff acknowledgement. That does not mean it is not/will not be worked on. Features are introduced in the Beta version first. And there is still VERY active development of the captioning/text-based editing worklow. A major advance relative to animated captions was the "Upgrade caption to graphic" feature. The plug-ins mentioned below appear to use this and mogrts. It makes the options quite powerful.
As @Kevin-Monahan noted, there are plug-ins that will do this. The only 2 I have looked at are not free, and short trials. SubMachine, that he mentions, has a one week trial and is currently $8 per month, $80 per year, or $150 lifetime. Captioneer has a 14 day free trial, and is $10 per month, $100 lifetime.

You and others, I think, are trying to transcribe to English. So far, no one has responded to questions to help us troubleshoot the issues.
What version of PR are you using? What OS?
What is set in your preferences? Edit -> Preferences -> Transcription. Is auto-detection on? What is the default language?
In the Project Panel, if you right-click a clip that showed the problem, pick re-transcribe, and set the language as English, what happens when you transcribe?

Upvoted. I can replicate as follows (using source monitor or not):
Win 10; PR Beta 25.3.0.3.
Clip is 1920x1080 29.97 mp4 2:37:13, but I'm only looking at the first bit.
Drag to new icon to create a sequence.
Add a clip marker at 20 seconds (of the clip and the sequence). (I tried with clips that had markers added with XMP on and then off, and with clips added in the session. No difference.)
Add a bit of text so you have something in the sequence to drag.
Right-click the clip and Speed/Duration and make it 50%.
The marker, as expected, is at 40 seconds.
When you drag the text item, it does not snap at the 40 second marker, but snaps at 20 seconds (where there is nothing to snap to).

One of your examples should work, but we're not seeing which view you are in (source vs sequence).
From the post introducing this in the Beta:
"Markers on source clips are shown when viewing a source clip’s transcript, and markers on sequences are shown when viewing the sequence transcript. However, markers on source clips are not shown when viewing a sequence transcript."

And I would add what I see (testing in Beta 25.3.0.3), sequence markers are not shown when viewing a source transcript even if opened from the sequence.
We SHOULD be seeing the markers in your example with the Sequence markers, unless you have turned off the "follow active monitor" and are in source view.

I realize I rarely do this; when I'm doing multiples, I generally am bringing them to A1/V1. So I gave it a go.
Win 10, tested only in Beta 25.3.0.3.
If I select one clip, insert/overwrite results in only the portion indicated in the source patching (only video or audio or both) and the track selected. As expected.
If I select multiple clips in the project panel, it always adds both tracks and only on A1/V1 no matter the source patching.
