Is this a ‘modified’ Photoshop (because of the coloured title bar) ? What happens when you activate the ‘H’ radio button?

Do you mean something like that (quick and dirty)
A small off-topic note: The Liquify filter should be used with caution (the hands are extremely unnaturally distorted)

Invert colour works differently than you think. What you probably mean is ‘swap colour’.
It will be easiest to select the circles first and fill the areas with black. Then select the background rectangle and colour it red.

If you want an even, coloured outline, try the tip from Monika. If you want a ‘transparent’ outline, try this tip (with a knockout group): https://community.adobe.com/t5/illustrator-discussions/transparency-with-text-on-top-of-shape/m-p/12908578#M319923

IMO I am afraid that there is no script solution for this problem. A script can read coordinates and colour values, for example. But a colour gradient can have so many settings - it's like trying to turn an omelette back into an egg. Sorry

Thanks for the tip Monika, I always thought the gap options were the same across all tools document-wide. But that is not the case.

Works well with black and white: - Change mode from greyscale to RGB - Open channels panel - Ctrl + Click on RGB channel - Shift + Ctrl + i (invert the selection) - Switch to the layer panel - new adjustment layer -> Solid Colour
result
the same, but on a multicoloured background

As @c.pfaffenbichler has already said: a (very) good scan is the basic prerequisite for optimum image processing.
Inquire in your neighbourhood whether someone has a better scanner available. If not, then with the current state of photographic technology, professional RAW images in a light tent under an anti-reflective glass plate could possibly provide a good basis
However, even the best image processing can't conjure up what your scanner has ‘swallowed’ in terms of information.

Hi @BrettN
Thank you for your reply.
That was/is exactly my assumption (I'm not the person who asked the question - I was merely recreating a possible scenario). Unfortunately, the questioner has still not made his file available. Because only then would it be possible to find and suggest a real solution - one that really fits the problem.
I am still relatively sure that the cause of this ‘misbehaviour’ in the questioner's file is an unfavourable setting in the effects. Perhaps he/she will get back to me in this thread. Perhaps his/her ‘problem’ has already been solved in the meantime.

Hi PEC, I wouldn't say that (yet).
I would love to see and inspect the file from the OP. Then we'll see whether ‘unsuitable, because conflicting’ settings are actually responsible.

It works for me (with the screenshot from OP edited)
and I can also reproduce the behaviour with incorrect inner glow settings
IMO there is actually no need to reset the preferences. Maybe we can have a look at the file ourselves soon. Maybe the OP will also show us which tutorial he is working to ...

Ok. I just saw that you also asked the question on the Photoshop Discord server (and have already received replies).
I am now convinced that I completely misunderstood your question.
You probably mean the vertical alignment of a text in the text frame. This cannot be adjusted in Photoshop (but you could move the text frames to the correct position).
The programme in which these settings are possible - that would be InDesign, for example. This is the programme that probably offers the best and most varied settings for text formatting and text alignment. However, I don't know if InDesign is an option for you.
Here is a screenshot of InDesing with three different vertical alignments (unfortunately only with German UI)
Here is the corresponding help article

By @tobiiifw_0479
Was meinst du damit? Bis auf ganz ganz wenige Ausnahmen sind Schriften von Haus aus Vektor-Objekte. Welches "objekt" wandelst du auf welchem Weg "in eine Vektor Datei" um?

It would be an advantage if the images were available as vectors. You can convert fonts into shapes and trace the first image. Then you can assign a fill and a stroke in the desired width to the shapes (as in Illustrator).
If you want to work pixel-based, you can make selections and fill these selections with the desired colour. Ideally, this should be done on a separate layer below the current one.
