Thank you for taking the time to report this issue. Your video makes the steps clear, but we haven't yet figured out how to reproduce the same problem so developers can debug this. It would help if you could answer some questions:
What specific iPhone model are you using?
What iOS version is installed on your device?
Are these 12 or 48 megapixel DNG images captured by your iPhone?
Are the original images actually on your camera roll, or are they stored in iCloud? (your device seems online in the video, so this shouldn't be a problem)
in LR app Settings > Import, down under Raw Default Settings, do you have "Adobe default" or "Camera setting" or something else specified?
Any other details that you think might be relevant?
To help unblock you, does it help to:
reboot the device?
reinstall the app?

I believe a Lightroom iOS developer said this is a platform limitation -- there is a limited amount of time that iOS allows apps to uploading while the app is backgrounded or the device is asleep. Also, requiring the app be awake and running bypasses a separate issue where some users were surprised when Lightroom last did try to allow background uploading. If I remember correctly, the extra data or battery usage was a negative surprise for some people.
Anyway, at least while the current behavior is in place, what I recommend: 1. plug your device into power
2. launch Lightroom
3. optional: create an all black image, and import this into Lightroom
4. let Lightroom import/sync/upload
5. use iOS controls to dim the screen as much as possible. With the generally dark UI, burn in at the screen's lowest illumination should not be a probllem.
If you are still concerned about burn-in, then do try the optional step #3 above: open the all-black image and tap the screen to hide all the Lightroom app controls & text. This should make the screen all black, and not burn any pixels.
Another idea -- use a different upload machine/method:
1. if you have a desktop computer, sign into your same account using any web browser at: https://lightroom.adobe.com
2. drag and drop image files from your computer or SD memory directly into your Lightroom account.
3. After the computer uploads images using the LR Web app, wake up your iPad and see the images in the Lightroom app that your computer has uploaded

At a glance, this looks like you are zooming in on Smart Preview copies of your images, and not the original full resolution images. Smart Previews are downsampled copies of your images that are 2560 pixels on the long side. These exist for easier image sync & display across devices, while providing good image quality for most kinds of edits (aside from extreme zoom pixel peeping).
If you open an image and then tap on the cloud icon, see if you can choose 'Get this original.' Originals are uploaded to cloud storage from all the Lightroom Mobile apps and Lightroom for Mac and Windows. FYI, Lightroom Classic does not sync originals to the cloud, but rather uploads only the 2560 pixel Smart Previews. If it's important to you to see pixels 1:1, for the most detail possible when cropping, you should import and upload images from a LR app apart from LR Classic that can upload original images.
I'll try to attach a video of my own LR Mobile app, showing the relative pixelization on can see with extreme zooms on Smart Previews, then the more detailed / less pixelized appearance that will of course be available with larger, full resolution images

After some debugging, the system confirmed you are running an old version of Lightroom Mobile. Please find and fully open the Lightroom app listing on your device, and choose the option to Update the app. The latest version is 10.2.2, which will resolve the issue and no longer show this issue for new images going forward. You may want to re-import older images if they still show this error.

This should no longer be an issue for any new imports with Lightroom version 10.0 or newer. (Please open the Lightroom app's listing in the iOS App Store app, and confirm you have updated to 10.0 or newer; latest is 10.2.2). However, images that would captured and imported into Lightroom before app 10.0 will remain affected. Try this to remove the error:
1. Select an example image that is affected, and from the Share menu choose Export As.. Original. Save this image to your camera roll
2. Delete the image. (this will put the image in LR's Cloud Trash -- you do not need empty the trash just yet)
3. Import the image again from your camera roll.
...Does this resolve the error code. If so, do this for all affected images. You can probably select multiple images and use Export As.. Original

Thanks for confirming. As far as how one edits images' camera metadata, I believe Lightroom Classic (included with your subscription) can do this. There are also other free options like ExifTool, which is command-line. You will have to web search for usage instructions.

I have some updated info that I think explains what both you and I have experienced.. A developer on LR iOS informed me that Community recently implemented a requirement that any image one tries to upload must have camera EXIF metadata. Please confirm whether your image that failed to upload does or doesn't have camera metadata. (See my screenshot -- this image did upload for me, whereas another image without camera info failed for me)
My previous note about EDU plans usually being restricted from posting to Community is true, but that doesn't seem to relate to the personal plans you have on your account. Just to confirm, do you have some separate plan through a school or other organization that you ever sign into for Lightroom? For now, I am moving this thread from a "Bug" back to a regular discussion post.
Lastly, regarding your personal plans, the LR Mobile plan on this account you used to post for help is indeed redundant. You could cancel it without losing any photos. Your Photography plan includes both desktop and mobile.

I can see there is a personal LR Mobile subscription with 100 GB of storage for the account you used to post for help here. You account also has a subscription to the Creative Cloud Photography plan with 1 TB. (Side note: this makes your separate LR Mobile plan redundant, unnecessary) Anyway, both plans for this particular Lightroom account are individual plans that should allow you to post images to Community. To me it sounds like you might have another email address and plan provided by a school or some other organization. Is that possible? Posting to Community is often blocked for users on Educational plans, and you would need to contact your plan administrator for further help. You plan admin has access to Adobe Enterprise Support, to assist you further.
I would say that if you want to continue posting images to the LR Community, you should use this same account/email ID that you used to post for help here.

As far as the mobile experience is concerned, what I described as an iOS limitation may change over time as Apple includes decoding and processsing of new image types on its platform. Until then, any app is likely going to need to full import and process the raw image to display it.

This is not a bug, but an iOS platform limitation. Before Lightroom actually imports and processes raw images from this camera, it cannot display the images. This is because iOS itself cannot display the images.
If you copy raw images from this camera memory to the iOS camera roll, the native iOS Photos.app cannot display the images (as of iOS 18.3.1) For raw images like this that iOS cannot display, Lightroom must import and process the images to be able to display them. There is no way around this.

I have the 16 Max, and that's how it seems to me. I am not a developer, and I'm just comparing appearances/lenses between native and LR cameras. I don't know if this is a design choice, or a limitation of the capture APIs that Apple chooses to make public. They do seem to reserve certain functionality for their private APIs

I wouldn't expect any digital croppping that the native camera does to be available in the LR Mobile in-app camera, as that uses only optical lenses. Since the 2x digital crop isn't available in the LR Camera for iPhone 16 Pro Max, I would assume it will be the same case for the 16e, even when that new phone is officially supported in a future LR app release.

There was an issue with iPhone 16 HEIF images. Can you help us understand what you're seeing by answering some questions:
Are your images captured with the iPhone camera, or Lightroom's in-app camera?
what file format are you using for capture? HEIF, DNG, JPG?
In the Lightroom app Settings, under Import, do you have "Adobe default" set under Raw Default Settings? (this would apply settings to DNGs or other Raw images you import.
Do you have some custom Preset applied that might be affecting image appearance?
What specific device and iOS version do you have?

Thanks so much for your own screen capture. It is interesting to see your settings.
Trying export from grid view, for both iPhone and iPad, I see both "Downloading Smart Previews." This step was already done for me in my own example video, where I showed exporting from the image view. Is that the view you are in on iPad? Comparing my own iPad and iPhone grid view exports, I see the same behavior on both devices. "Downloading Smart Previews" is necessary, even for 2048px exports. It's just that the smart preview version of your image is automatically downloaded any time you open an image in full screen view.
If I am still missing the point, could you share a screen recording of your iPad experience to show the issue. (note; it would help if you could first gop into Lightroom's app settings, and under Input, please enable "Show touches"

I cannot reproduce the behavior you describe, unless I set "largest available dimensions" in export settings for "Save copy to device" My guess is you are using Save copy to device with "largest available dimensions" set.
See my video that helps explain how to change this setting. Otherwise, try Export As from the share menu to specify exactly the settings you want for each export attempt.
(Note: in my video, 1st: I show that I can export a 2048px without download original, then 2nd: I can set "largest available dimensions" which does force the original to download)

Existing subscribers in the countries you mentioned have no limitation of service. All that is happening is that sales are currently restricted, as mentioned at: https://blog.adobe.com/en/publish/2022/03/04/adobe-stops-all-new-sales-in-russia
My guess is your account details point to a restricted region even if your current location is now different. I am not in Adobe Support, but you may want to contact them if you need help updating your current country of residence to see if they can possibly help. Please visit https://helpx.adobe.com/contact.html, sign in, and then select the chat option. If your Adobe ID region is not the issue, and this is about your iTunes account/payment location, then you will need to resolve this within Apple's system.

Can you describe your original video: what is the camera and file type; 1080p or 4K, captured as HDR? etc
What kinds of edits are applied to your video?
How long is the video (in seconds)?
To get it from Lightroom to Instagram, are you using the Lightroom Share > Instagram menu?
If so, does it help to export to your camera roll using Share > Export As... MP4, or Share > Save Copy to device? And then import into Instagram from your camera roll?
