In your screenshot there is a menu item called "Retype (Beta)" in the Type menu.
This indicates that you are not using the latest Illustrator version (29.3). That's why you don't have the Non-breaking Space command.

Thank you Doug for your estimation. A couple of minutes are probably realistic in that case, but perhaps other users may say it can be done noticeably faster with Illustrator's default selection tools. That's why I'm asking and hoping to receive some more opinions.
I have something in mind that may accelerate this selection process a bit, but am not quite sure if it may be required and desired at all.

Just to clarify: I'm not really asking for advice how to do it with the default selection tools in Illustrator. I'm pretty sure I know how to use them.
I'm merely asking about how long (roughly) it would take for you to do the selection in that specific circular scenario. And it is not meant to be an isolated scenario. There could be countless other (unlocked) objects around in the file that would not be related to the objetcs in question.

As far as I can see, in your screenshot there is an unknown animal, probably a monkey or a sloth, residing at a blue trunk. With its long forearm it's embracing another stem at the right handside of a barcode wood.
In case that forearm represents the desired cut line, the suggested ways may work well. If not, you may provide a sample Illustrator file, not just a screenshot.

This is and has been normal behaviour when selecting a group with the Selection tool (black arrow) while at least one object within the group is locked or hidden.
Illustrator then treats the entire container (group) and recognises the locked or hidden objects as well. That's useful in many cases, for example when you are going to move the container without intending to leave the locked or hidden items all alone.
To prevent that behaviour you may select the container by dragging a selection marquee around the group with the Group Selection tool (and then possibly hitting the V key). Or use the Layers panel to select the group without recognising the locked / hidden objects.

Assuming by Move tool you actually mean the Selection tool (black arrow), you probably hid the bounding box by accident.
Try "Show Bounding Box" in the View menu.

sttk3's approach is really good.
Probably you already know that there are some other ways to recolour multiple objects that have Appearance panel colours in one go:
- Use global colour swatches and modify / replace them in the Swatches panel.
- Or use Recolour Artwork in the Edit menu.
- Or use graphic styles, modify their appearances once, and then redefine the graphic styles.

Assuming you're viewing the .pdf in Acrobat, you may go to the Acrobat Preferences > Page Display and turn off the Enhance Thin Lines option. No warranty, but it often helps to correct this display issue.

It should still be possible to resize the textbox with the Direct Selection tool when two anchor points are selected.
What happens if you direct select one anchor point, Shift select a second one and then drag to any direction? Or just select the segment between the anchor points and then drag?

I'm pretty sure that this has always been the default behaviour when scaling with the genuine Scale tool, that is the last used reference point is included in the Transform Again command.
There are sveral ways to get the behaviour you want:
- Scale (by percent) in the Transform panel, then select another object and transform again with Ctrl+D.
- Or scale with the Transform Each command, then Ctrl+D, as Ton already mentioned.

What is the purpose of your request?
Are you using many artboards with different dimensions and want a coloured rectangle on them that matches their dimensions?
If so, that may be done with an action or a script.
Otherwise there is no "Artboard Colour" in Illustrator similar to Photoshop's background contents. Illustrator is a different mole.
