The NVIDIA Quadro P1000 is a good GPU, but ensure that your system is not switching between the NVIDIA GPU and the integrated Intel UHD Graphics 630, as this could lead to performance bottlenecks. Set Photoshop's performance settings to exclusively use the NVIDIA Quadro P1000.
To optimize performance in Photoshop:
Purge Cache: Go to Edit > Purge > All to clear Photoshop's cache, freeing up memory and potentially improving performance.
Adjust Cache Levels: In Photoshop's Performance settings, adjust the Cache Levels. Setting it higher (like 4 or 6) can improve performance with larger files, though it may increase initial load times.
Regarding memory usage, while Photoshop using 80% of available memory is generally good, it can cause slowdowns if the remaining memory is insufficient for other system processes, especially with large files. Photoshop uses scratch disks to store temporary files when it runs out of RAM.
Laptop vs. Desktop Performance: I just offer this as persepctive... If Photoshop needs to use a scratch disk, keep in mind that laptop hard drives are generally slower than desktop hard drives. Laptops typically have slower RPMs (Revolutions Per Minute) and use 2.5-inch drives compared to the 3.5-inch drives in desktops. The smaller size and slower speed can contribute to reduced performance due to smaller platters and lower data density.
With this information we might be able to help make perfromance better or at least set expectations.

Is it possible to Submit a False Positive Report? Submit the file to F-Secure for further analysis, which might help them adjust their detection criteria. Antivirus programs often use heuristics to detect potential threats. Beta software may behave in ways that resemble malware, triggering these detections.

SentinelOne antivirus can conflict with Photoshop. I do not have this tool but here are some notes I found...
Try and turn off cryptominer scanning if enabled.
Can they SentinelOne be put in an alert mode vs. block mode? Does that change anything?
Photoshop puts a lot of data in memory and in the GPU as do a lot of applications. Does this slowdown also affect any other Adobe applications or is it just Photoshop?

I did a system diff between machines here and yours and they are within normal bounds.
However, have you tried disabling plugins > I see Topaz Sharpen AI 18.0 - from the file “tltopazsharpenaips_x64.8bf” There are times where Plugin can get out of sync with updates. To try, Hold Down SHIFT key and Launch Photoshop.

The other portion possibly could be as simple as Logging out of Creative Cloud and logging back in.
There were issues, some time back, related to a Photoshop process getting stuck after launch. If that doesn't help then we probbaly need to see Photoshop Help > System Info in full.

One idea... When I have encountered similar behavior I made a point to Quit Photoshop, then proceeded to shutdown all "Creative Cloud" processes in Task Manager/Activity Monitor. Then launch Photoshop. If this works enjoy the day...
If that does not work then I might consider a less friendly option (sorry) deleting all the items in: C:\Users\yourname\AppData\Roaming\Adobe
These are temporary items and preferences etc and will be generated again. You could back them up if it makes you comfortable.
After cleaning out files... Launch Photoshop. If this works enjoy the day... if not, we look at soemthing else.

It looks as if there are 3/4 monitors plugged... In Photoshop there might be other visual cues that will help track down issues.
Launch Photoshop, open any document (blank one.) Then check the “GPU Mode.” Look at bottom of document window > Select GPU Mode.
Now if you iopen the Window we can now if it is DX12 or CPU.
Is there an external monitor hub used to connect monitors? Maybe like one of these? USB-C or Display port connection?

It happens with GPU Compositing off and GPU off. If one turns visibility of Layer on/off the screen updates. Also seems to happens in previous versions.

Thank you for providing details and help on this issue. I know how frustrating it can be, really do, it is awful. With my Windows 10 Wacom pen setup, I can reproduce the problem and am providing logs to engineering. Rarely had my very basic (Microsoft) mouse to show the problem, but have seen it happen once or twice.
My steps are, brush tool, using (hand) Spacebar and ALT for selecting color, switching brushes etc. However, I have even seeing after just opening files. I use Adobe Bridge frequently, not sure if that is even part of it but thought I would mention it.
Please know we have been working on it.

Sometimes this happens when upgrading from Windows 10 to 11. This seemed to resolve most issues with the snapping. Try this: in Windows 11 I had to enable "Show window contents while dragging"
Run (Win+R) SystemPropertiesPerformance.exe to open Visual Effects Performance Options.
In the Visual Effects tab, check (on - default) or uncheck Show window contents while dragging for what you want, and click/tap on OK.

I am a fan of Adobe Bridge... and I find it is a great way to set (or reset) file open parameters.
The OS can handle this as well with (Open with > Always use... ) but I have found that either way > it does not always stick. Especially when installing a new Photoshop Beta. One may have to redux the operation.

Try disconnecting the network/internet and restart Photoshop. If it launches normally then there could be a problem with other processes.
