You're still going to have to pay. You'll need a domain and web host. Neither one of them is free.
There's nothing magic about this, unfortunately. Most of the work I do these days centers on websites built with WordPress. I've been at it for years and I'm still learning.

In addition to Randy's pointers, there is no way to produce genuinely responsive content from InDesign.
I'm not sure what your overall goal is here, but you also need to consider how this content will be viewed.
Finally, I don't mean to throw cold water on this but there is no free or cheap way you're going to get this done. You get what you pay for.

There is no way you downloaded an Adobe Stock image that size unless it was an FPO. Did you license it? If so, sign back into Adobe Stock and download it again.

Yeah, but it sounds like the Word users don't want to be bothered with any changes to the way they do things and the OP either doesn't want to push it or has also been resigned to this mess. FWIW, in the past, I have found those are the people who, once they've been shown the benefits of InCopy and are properly trained (and it doesn't take all that long) are the biggest proponents.

If cost isn't the issue (and at $5/month, it shouldn't be) then you need to grab the bull by the horns and shake things up. InCopy would streamline the entire process which right now (as you already are well aware of) is about as inefficient as it gets.

Just a note for the future. If you work in a Dropbox or OneDrive folder, you can always revert to an earlier version of your file, even if you delete it or over write it. Well worth the investment.

This one falls under the "it depends" category. If the OP has a bunch of icons embedded, that's fine. If we're talking about a lot of Photoshop and Illustrator files that add up to gigabytes, that is big time recipe for disaster.

InCopy files can indeed be placed in multiple documents. Editing in one (which would require the user to check the file out) would update the content in all other files it's placed.

Set the numbers to align right, set the first tab with enough room to handle the longest number in the list and then set the first line indent to the same amount as a negative number.

Standard? There is no standard and these things are not responsive anyway. 1024x768 should be fine so stop overthinking it.
The entire FXL EPUB format can only be described as an archaic mess and quite frankly, I think you're in for a world of pain trying to get this to all work properly but I wish you all the best in this endeavor. Sadly, you're going to need it if you think you can do this and have it work on multiple platforms.
And yes, I'm aware that this is not the answer you wanted but it's the way it is. Beyond a targeted audience using the same devices (think sales material or trade show kiosks), this type of project is something I would run away from as fast as I can.

This has been the case for many years. If it's that important buy a Mac because the chances of this ever winding up in Windows version is close to zero in my opinion.
If it will make you feel any better, though, the number one troubleshooting tip for Mac issue is to turn GPU Performance off.
