You can also apply and manipulate your own drop shadow from Layer Styles (Layer > Layer Style > Drop Shadow...). The Layer Style Drop Shadow will likely need adjusting. After you add it, you can separate it from the layer where it has been applied by going to Layer > Layer Style > Create Layer.
Once the drop shadow is on its own layer, you can use Free Transform to manipulate it however you like. This is the process I used to add a shadow for the Jeep.

I tried it on Windows 11 and Chrome, and it let me download and install it, but on macOS in Chrome, I didn't get the installer.
Whether you install it this way, you should know that a PWA (Progressive Web App) is different from a desktop application. It's a web app that has a wrapper that makes it look like a native app, but still relies on its web connection. It is possible to have offline caching, but you would need to be online to download the web content before going offline.
I'll see if I can find out anything about the PWA installer for Mac. (BTW, I'm not an Adobe employee, but I can ask some).

There are a few places that could cause some confusion.
First, there is another product that is referred to as Ae that you would download and install. That product is After Effects.
Second, the confusion over downloading could be instructions for what you do after creating a document with Adobe Express in the browser--which would be to click the download button to download the end result (PNG, JPG, PDF, MP4).
Third, you do need to sign in--even if it's with a free account. It's how you can access your previous content and other content that you have in your Creative Cloud Libraries. Here's how to get set up with a free Adobe ID:

Try making a much longer rectangle.
When I made a rectangle like yours that was about the same height as the canvas, I got breaks between the lines using either Wrap Around or Repeat Edge Pixels in the Undefined Areas section of the Warp filter (although Wrap Around made smaller gaps).
But when I made a rectangle that was much taller than my canvas and applied the same warp to it, I didn't get any breaks.

There are a variety of ways that you can remove content from your image.
Because your image has a white background, you could make selections over the parts you want to remove with any of the selection tools and fill the selection with white.
Use the Eraser Tool to erase parts.
Draw over parts you want to remove with the Remove Tool.

The images aren't opening up for me, but I'm wondering if they were using Duotone options. The approach would be the following:
Open your image
Save a copy (File > Save a Copy...) because this process will flattened your image
Go to Image > Mode > Grayscale (if your image isn't flattened, this will flatten it. Also, if you prefer to control the conversion to grayscale, apply the Black and White adjustment layer first)
Go to Image > Mode > Duotone
In the Duotone Options, you can set the Type to Monotone, Duotone, Tritone, and Quadtone. These options correspond to the number of inks that you can use.
Set a color for each ink.

One way to make something similar to this style would be to use multiple layers with layer styles. Here's how:
In a new document, make the background pink.
On a new layer, type your text (you can use Photoshop's Match Font if you'd like to try to find a similar font to the example)
With the text layer selected, go to Layer > Layer Style > Stroke (you can also double-click on the layer but make sure you double-click in the empty space to the right of the layer name and then click Stroke)
In the Layer Style dialog in the Stroke section, use the following settings then click OK:
However wide you want the stroke, set the size
Position: Outside
Blend Mode: Normal
Opacity: 100
Fill Type: color
Color: select white
Duplicate the text layer by dragging it to the bottom of the Layers panel on top of the + icon
Double-click on the duplicated text layer to the right of the name and click on Stroke in the list (don't uncheck it)
Change the color of the stroke to cyan, click OK to close the Color Picker, and click OK to close the Layer Style dialog.
With this text layer still selected, change Fill (not Opacity) in the upper part of the Layers panel to 0%.
With the Move tool (V) selected, move the text down and over (you can also use the arrow keys on your keyboard)
Duplicate the duplicated text layer, double-click on it to open its Layer Styles, and select Stroke.
Change the Blend Mode to Difference & click OK.
Nudge this layer up and to the right.

I started with the Landscape Mixer neural filter to make it look like fall, but it changed parts of the image that I didn't want changed--it replaced the windows, changed part of the structure of the building, and left some peculiar artifacts in the water that almost looked like letters. So I fixed those issues and made a few other minor adjustments.

I'm also on a PC, but I haven't noticed this happening with Save for Web (Legacy).
Have you tried resetting your Photoshop preferences?
Also, are you saving to your local hard drive or across a network or to removable media? If you are, see if saving locally and the moving your file helps.

Content Aware Fill is using the selected logo as the sampling area.
Cancel out of Content Aware Fill, invert your selection (Select > Inverse), then go back to Content Aware Fill.

Each of the items would need the background removed. To remove the background, select their layer (if one of them is the Background layer, click the lock icon first to unlock it), go to the Quick Actions section of the Properties panel (Window > Properties and make sure the panel is expanded far enough down to see the options), and click Remove Background.
Then you can use Free Transform (Edit > Free Transform...) to scale and rotate each item.

Here's how you can add a decorative pattern to this flat box.
If you don't have the original blank template, you're going to need to remove the existing pattern.
Add a Black & White adjustment layer either by clicking on the middle icon at the bottom of the Layers panel and selecting Black & White... or by going to Layer > New Adjustment Layer > Black & White....
Select the adjustment layer's properties by double-clicking on its icon in the Layers panel.
In the Properties panel, set all color sliders to the far right to remove the color in this image.
There's a little bit of the pattern remaining, so remove it with a Levels adjustment layer by either by clicking on the middle icon at the bottom of the Layers panel and selecting Levels... or by going to Layer > New Adjustment Layer > Levels...
Adjust the levels in the Properties panel by sliding the white triangle under the histogram to the left and the darker gray triangle to the right until the pattern is gone but the template lines remain.
Make your pattern.
Create a new document the size that you want the pattern to be.
Apply the artwork to this canvas that you want to use to make the pattern (make each layer a Smart Object for pattern preview--right click to the right of the layer name and select Convert to Smart Object)
Go to View > Pattern Preview to preview the pattern and adjust the artwork as needed.
Go to Edit > Define Pattern... and give the pattern a name.
Apply the pattern to your template.
Go back to the template document.
Load the selection of the template by Ctrl (Windows) or Command (macOS) + clicking on the template thumbnail in the Layers panel.
Go to Edit > Fill... and in the Fill dialog, set Contents to Pattern and in the Options selection, select the pattern that you just saved.

One way that you could make the logo appear between the person and the white background would be to create a layer mask on the logo that reveals the person:
Open the image of the person on the white background.
Place the logo (File > Place Embedded...)
If the logo has a background, the in the Properties panel (Window > Properties) in the Quick actions section (you may need to expand the Properties panel down in order to see this section), click remove background.
Temporarily turn off visibility of the logo layer (so that it doesn't become part of the selection later) by clicking on the eyeball to the left of its layer.
Select the person layer in the Layers panel.
With any of the selection tools selected, you'll see Select Subject in the Options bar (if it's not visible, go to Window > Options). Click Select Subject (you can use the dropdown menu to the right of Select Subject to select whether you want the selected created from the Device or the Cloud).
While the marching ants (the active selection) showing, toggle the visibility of the logo layer back on by clicking again where the eyeball was, select the logo layer in the Layers panel, and go to Layer > Layer Mask > Hide Selection.
