Hello
I'm looking to buy a laptop (Dell XPS 15) for my son in college to run Adobe Premier Pro. Can some kind individual please let me know if the following system satisfies requirements for a smooth operation of teh software? Greatly appreciate any feedback as I'm not a subject matter expert in thsi area. Thank you for your time, consideration and any lessons learned.

Unfortunately, this is only what is needed to run it, not run it with a happy editing experience.

You want more RAM (32 GB if editing 4K, 16GB minimum if not)
You want at least a 500 GB SSD instead of 250 GB, depending upon what other storage is being used.
Also, keep in mind that when running on battery power, the processor will likely throttle back to 2.2 GHZ, so he may have to edit with the power supply connected. The use of proxies may compensate for that.

You will definitely need more RAM, as Peru Bob stated:
With only 8GB total of RAM, you'd be giving only 1.3 GB of RAM to each CPU core - and that will choke the newest versions of Premiere Pro. You really need more than 2 GB of RAM per physical CPU core just for Premiere to run acceptably smoothly.
