7200 RPM or 5400 RPM?
What is on the m2 drive and what is on the RAID?
Is the RAID internal off of the motherboard?
If so, SATA 3 or SATA 6?

It could just be that the combination of the speed of your processor and the disc read/write speed doesn't allow more of the processor to be used.
Run this benchmark test and post the results:
Maybe Bill Gehrke can help out here.

Download, unzip and run my Premiere Pro Benchmark (PPBM) and run the four exported tests. These tests are specially designed tests that test your hardware by using Premiere Pro.
The scores on these four tests can then be compared to many other systems scores to see how well your computer performs, If you Submit the results with the Speccy file I will try to give you feedback.
