After changing the graphics card to INTEL ARC770 OC 16GB, ADOBE PREMIER does not start. The welcome window pops up and goes off. PHOTOSHOP works normally. On the old graphics card, it worked normally. How do I fix this?

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter

Well of course... when you remove a brand A card and install a brand B card you also need to uninstall the brand A device drivers so Windows does not become confused about what to do
