My desktop computer is used for regular home activities as well as amateur photo and video editing. I use Photoshop and Premiere Pro. I don’t play games. I use Windows 10.
The Intel 8th Gen Core i5 8400 was suggested.
Could someone please help me especially with choosing a CPU. It seems as if after Black Friday, there are no more i5 8400 CPU's available at a reasonable price.

Time to up your knowledge now... You'll want the best compromise depending on your budget and what you can afford. Read up a bit. I like these builders, you can learn a lot on their sites...

Before submitting the post, I looked at the hardware forum. I looked again just now.
It appears as if the difference between my requirements and what is asked in the forum, is that I am using my computer as an amateur and do not edit a massive amount of videos.
Although my previous setup was a bit slow, it basically never crashed. Rendering took a while though. My setup was as follows:

I was suggesting asking your question there, as it's dedicated to hardware which is what your question is about. You are free to state your requirements there (amateur / not a massive amount of editing), etc... So a respondent will know what you are looking for...

That processor doesn't have hyper-threading, which wouid help Premiere Pro work better.
You need a video card with at least 4 GB VRAM for Premier Pro:

What type of media will you be editing? It doesn't matter whether you are a pro or amateur, the system needs to be able to run well for a happy editing experience.

I am busy with the big job of converting my home videos (VHS) to digital. The resolution of this is 720x576 pixels. I have been using the Cineform codec, so the files are quite big. I then edit a bit and convert.
The other videos that I edit, are mostly clips taken by phone, which can be either HD or 4K.
The last decent video camera I had, was stolen approximately 3 years ago, so I've been using phones for home videos (Currently Huawei P20, previously Samsung S7)
That processor doesn't have hyper-threading, which would help Premiere Pro work better.
Computer hardware is not my forte, so what processors have hyper-threading?

I'm not familiar with specific processors, but for 4K you want at least a six core with hyper-threading, 32 GB RAM, and a graphics card with a minimum of 4 GB VRAM.

You need to go to the manufacturer's site normally and sort through things. A further complication is that in testing by both Puget Systems and SafeHarbor computing, not that many of even the "top" chips of Nvidia do all that well with video post compared to a few of their chips.
Look through the posted data for the builds from those two companies, and you'll see the chips of Nvidia (and a couple AMD) that they currently recommend/use.
Mobo is also critical ...

If you are going for a better cpu for video editing in 2021 then just go with Ryzen 5000 or Ryzen 3000 series Processors like Ryzen 9 5900x,Ryzen 9 3900x etc.so you can get best performance.
