GPU requirements for Premiere Pro - What do we really need?

Hey guys! 

I need to ask a question about GPUs for Premiere Pro. 

As you know the GPU market now is in a very bad state and prices are inflated ridiculously.

I'm trying to buy a GPU now and my question is, how much GPU power do we really need for Premiere Pro? Is there a line where it comes to the point where buying a better GPU will make no difference in performance?

And what is this line? As in, what GPU card specifically would someone need before they are wasting their money paying more for power that doesn't make any difference in performance.

The list is long from GTX 1070 to crazy RTX 3090 Ti to quadro cards in the thousands. 

If I got something at the bottom of the Adobe recommend list and something at the top am I really going to notice any difference? 

Your advice and recommendations are appreciated. 

I hope my question makes sense. 

What's the sweet spot for the typical video editor?

Choice of card also depends in what kind of machine its going to be installed and

what kind of footage are you going to edit.

It's a windows 10 system and the highest is 4k footage.

I meant computer system/parts!

Best it to remember most of the editing is done on the cpu.

4K as in H.264 can be demanding and often enought needs transcoding to an edit friendly codec or the use of proxies.

You need a matched system. You would not want to use an RTX 2080 Ti with a quad core CPU but then again you would not want to use a GTX 1050 with an 8 core CPU. You can use Windows Task Manger to find the weakest link in your system. Nvenc and Quick Sync are nice features to have if you edit or export to H.264/265.  Below is an example of an i9900K with an RTX 2070 GPU.  An RTX 3090 would be OK if you have at least 16 cores or more for your CPU.
