It depends upon what type of media you will be editing.

In general, at least 24 GB, but more is better.

The choice of processor, hard drive setup, video card, and type of RAM may be more important factors.

I make only short about 5 minutes video art -videos. Is my pc Lenovo G700 hd/corei5-3230M/Geforce720M/8 GB/1 TB Windows 8 64-bit too bad for this program?

What is the processor speed?

You need more RAM.

The graphics card is not good enough for any significant CUDA benefit.

I take the footages with my own camera, fhd, 16:9. So, my own media.

Could you please google my pc (Iwrote it above Lenovo G700.......) and see if it is powerful enough? now I use Prremiere Elements 11, but need some more tools.

That model can come configured many different ways.

As yours is now configured, it will not likely be a happy experience using Premiere Pro on it.
