I would like to buy a laptop specifically for adope premiere pro. I'm new to this so i don't have to much money so a low end price is fine just to do the work is fine

No, not nearly enough.  Expect to pay at least $1200 for something to run Premiere Pro.  Even at that price range, it may not be a very pleasant editing experience, depending upon the media and effects used.

Type of media mp4 x264, x265 or others, and effects depends on the situation mostly for gameplay.
