optimum computer specs to run Premier Pro

We're purchasing a dedicated Windows computer to run Premiere Pro (and other Adobe Suite software).  What would be the optimum specs for a computer to run the software smoothly, balancing cost and functionality?  

We generate short (5-10 minute) instructional videos incorporating a lot of animation and effects.
