I've been looking at a new PC, which will need to meet or exceed the recommended (rather than the minimum) specs for Premiere Pro CC and it's been mentioned to me that the published specs on the website are probably a bit dated.
Can anyone advise what the more current recommended specs might be, and what I should be looking for above and beyond those specs to perhaps future proof any system I might consider buying?

Are you editing 4K? Is it H.264?

Its predominantly HD, a little bit of 4K - probably 10% at the moment.

HD does not require much out of a system. You can in theory edit 4K BRAW, R3D files with medicore specs as seen in the video link below but not at full 4K. If you have Nvenc or Quick Sync you can edit 4K H.264 at full resolution on a mediocre system. Now is not the best time to build a computer because of the GPU shortage. An 8 core CPU is really the minimum for 4K at full resolution and an RTX would make for a great GPU. That being said your current system might edit HD and 4K decent depending on the codec. The videos below might be helpful as a point of reference. One system is mediocre the other a bit higher end but you can see how the hardware is being used.
