I want to use the laptop as a home machine to be able to take some work home.

This below is what I use at work, and media sits on the server

If using the Premiere Pro Proxy workflow, you should be able to move back and forth between those two computers easily enough with finishing done on the iMac.  If the laptop has USB-C ports, a high capacity USB-C SSD mobile drive should work well to move back and forth.  (Do Ryzen motherboards have Thunderbolt?).  I'd format the drive as APFS and get MacDrive (5-day free trial) for the Windows laptop.

If not using the Premiere Pro Proxy workflow, single stream 1080p ProRes will be okay with effects rendering and exporting to social mefia formats on the slow side.  

Regarding "for Premier Pro 22 and 24", using the same Adobe ID cross-platform is fine but the version of Premiere Pro on each system needs to match.  So it has to be 22.x or 24.x.
