It'll work, but it will be significantly slower than even a cheapo GeForce GTX 1650 SUPER, let alone a GTX 1660 SUPER that the RX 590 is priced to compete with. You see, Premiere Pro still performs significantly slower in OpenCL than in CUDA for renders.

Will it work fine with my build in 4k editing? thank you kindly

Yes. The key with Premiere Pro is to have the relative performances of both the CPU and the GPU to be as close as possible to one another. You do not want either the CPU or the GPU to significantly bottleneck the other.

By the way, you do not want that RX 590 these days: It is based on the now somewhat outdated Polaris architecture, which in turn is derived from the GCN architecture that dated way back to the days of the HD 7000 series way back in 2010-2011. In fact, that RX 590 is merely a higher-clocked RX 580. And given that the RX 580 performs in Premiere Pro about as sluggishly as an early GTX 1650 (non-SUPER), I wouldn't expect much if any improvement with that RX 590. And that's not to mention that AMD itself had introduced two newer micro architectures since Polaris.
