What's the right PC/Hardware to run Premiere Elements

Hi Folks

I'm hoping someone can offer advice on which of the options below would be best as a video editing platform using Adobe Premiere Elements please:

HP DualCore PC/4g/500GWin10Pro

HPi5 PC/4G/500GB/Win10Pro

HPAIO PC/i3/4G/500G/Win10Pro

HP280 G3 Microtower with either Intel Gore i3-6100 or Pentium G4560

Outside of these specific choices what criteria should I apply to selecting the best hardware to run Elements.

(I am a small charity with limited budget of around $700. I want to buy a small number of computers to run media training courses).

None of those processors will be fast enough for a pleasant editing experience.

As equipped, none of those PCs even come close to the practical minimum that's needed for anywhere close to a pleasant editing experience. Although the CPUs are weaklings themselves, the two bigger failings are the extremely skimpy amount of RAM and the molasses-slow single hard drives that can't attain even 35 MB/s in disk I/O throughput as configured.
