I am assembling a computer with a Ryzen 5 3600x and 1TB NVME card. My old GTX 960 doesn't seem to run premiere pro, will a MSI GeForce RTX 2060 DirectX 12 RTX 2060 VENTUS XS 6G OC 6GB 192-Bit GDDR6 PCI Express 3.0 x16 HDCP Ready Video Card do the trick?

The RTX 2060 is listed as a recommended card so you should be good providing you build a machine that meets the oher requirements.

So the manufacturer is of no concern?  It doesn't have to be a Nvidea or AMD? Gigabyte, MSI, EVGA, ASUS, or Zotac all will work as long as the model is listed (ie; RTX 2060) ?

Yes, generally speaking it doesn't matter which card manufacturer. The GPU chip is still made by nvidia.

No... and yes... do check user ratings/reviews/problems for each manufacturer before buying
