Transitions for cross dissolve do not work in CUDA mode

I am having several issues with my configuration and using Premiere. Here is my configuration:

Mobo: Gigbyte Aorus Gaming 9 X299

Proc: Intel i7 7820x

RAM: 128GB GSkill DDR4-3200 PC4-25600 16GBx8 CL14-14-14-34 F4-3200C14Q2-128GTZR

SSD1: Samsung 960 Pro M.2 1TB NVMe MZ-V6P1T0BW

SSD2: Samsung 830 256GB

Graphics: MSI GeForce 1080 Ti

PSU: Corsair HX1200i

BIOS and All Drivers are up to date.

The first problem I encountered was BSODs while scrubbing the timeline. Looked in the Adobe Forum and found this:

I shut off the Intel Turbo Boost 3.0 and the BSODs stopped.

Now I am having problems with cross dissolves not working. The first clip just fades to black then the next clip appears once the cross dissolve section is complete. The clips do not fade into one another. Read more on the forum and older posts (previous Premiere versions) suggested rendering in software mode only. Changed from the Hardware CUDA Renderer to the Software only renderer and the issue went away. Now performance is 10X worse.

These problems all seem like BIOS/Driver issues. What steps do I need to take to get Premiere performance back? Just want to communicate my problems to the right forum where it will get fixed.

Thank You! Turned off the Composite in Linear Color in Sequence Settings and turned hardware acceleration back on and the dissolves worked. Is this a bug? Still need to figure out how to get Turbo Boost to work without BSODs....
