I am trying to figure out if there is any way to create a template and then produce around 1000s of videos out of that either in premier PRO, ae OR PHOTOSHOP/

Thanks for posing such an interesting question. I've often thought about doing such things. I hope the community will respond thoughtfully to the topic some call "content velocity."
A "Bulk Create with .csv File" feature would be great in all Adobe applications, especially Adobe Express. Kindly upvote the feature request here: https://adobeexpress.uservoice.com/forums/951181-adobe-express/suggestions/46728130-bulk-content-cre... I upvoted.
Search the term: "Bulk Create with .csv File." You should find a link to some Canva tutorials. That app has that feature. I hope the feature is added to Express, as it's the only feature it lacks compared to Canva.
Express is likely the way to go for mass creation, fueled by content you make in Premiere Pro and the other Adobe applications. I hope others can offer some advice.

In After Effects, we can create an Output Module Template, set it as the default, and then import thousands of videos, queue them up and click Render. The most that I have ever queued up and rendered at once is 512.
A better a approach may be to create a Watch Folder with Adobe Media Encodeer that uses a custom preset and keep dropping clips into the Watch Folder.

Hi @Anjana36174493hyo6 - if you want to do this in After Effects, then you should check out Plainly (plainlyvideos.com).
It's an app that allows you to upload After Effects projects, select what elements you want to change in each version, and then feed CSV, Google Sheets, Airtable, and similar to drive rendering. Everything happens in the cloud, and it's super fast.
