IE8 "Internet Explorer has closed this webpage to help protect your computer" error message

I'm running IE8 (v8.0.8001.16702) on Windows XP and tried to install Flash Player 10.  The plugin downloads but as soon as it tries to install IE8 reports "Internet Explorer has closed this webpage to help protect your computer" and provides no options.  What do I need to do to get this installed?  Thanks!

    Try the offline ActiveX installer, as follows

    Check if the installation was successful at http://www.adobe.com/software/flash/about/

    Check the security level in the Security tab of Internet Options dialog. Try changing it to Low and then attempt reinstalling the player.

    IE8 only provides options for medium, medium-high, and high security.  I changed it to the lowest setting of medium and tried again.  There is a new message now "An unhandled win32 exception occurred in iexplore.exe [1288]."  This is being reported by Visual Studio Just-In-Time Debugger (I have VS2008 Pro installed).  Then it reports the same security error message.  Any further idea?
