Windows7で64ビットです。

エラー16はライセンシング関連のエラーメッセージです。

Adobe Creative Cloud または Adobe Creative Suite の設定エラー

多いのは「インストーラーを使用せずにバックアップ等から復元した場合」に主に発生しますので、

通常のインストール処理としてインストールを行ってください。

またOSバージョンが書いてありませんが、動作保証範囲で利用されているでしょうか。

CS6はWindowsでは8、Macでは10.9までが動作保証範囲です。

それ以降のOSでは正常な動作は期待できませんのでご注意ください。
