Issue
Inability to use the Team Project function
Details
This always occurs in the latest version of Premiere Pro.
When I attempt to create a new Team Project or open a Team Project(fig.1), the window closes(fig.2).
No dialogue box opens.
The "New Team Project" option is missing from the File menu bar (it is not simply unclickable, the menu itself is gone)(fig.3).
Collaborators have reported that they are able to open the file.
Normal projects can be created and opened without any issues.
No error messages are displayed.
Background
I experienced a crash and a blue screen while editing a Team Project.
I restored from a new Team Project and resumed editing.
I experienced multiple blue screens.
Reproduction

Occurs on v23.2 on Windows.
Does not occur on v22.6.4 on Windows.
Does not occur on v23.4 (latest version) on Mac OS 13.4.
Things I've Tried
- Deleting Premiere Pro memory cache and resetting settings.
- Reinstalling Premiere Pro.
- Checking across multiple versions.
- Removing all plugins.
- Turning off Windows Defender.
- Disabling the Firewall.
- Rebooting the computer numerous times.
