Windows 10、Premiere Pro CC 2017年10月リリース（CC2018）で確認しましたが、「塗りつぶし」やその他数個のエフェクトで正常に拡大・縮小が出来ました。

下記リンクの「B. 環境設定フォルダーの再作成」を試してみたらいかがでしょうか。2017年10月リリースのフォルダーは「12.0」に読み替えてください。

もし、「Adobe Premiere Pro Prefs_old」で改善しなかった場合は、そのファイルが保存されているフォルダー名に「_old」を追加し「Profile-＜ログインユーザー名＞_old」にして試してみてくださ い。
