アンインストールで削除できないフォルダーがある場合

OS環境もわからないので何とも言えないのですが、

管理者権限のアカウントで作業はされているでしょうか。

また、OSを初期化してインストールできないとのことですが、

インストール前にOSのアップデートは行われたでしょうか。

現状であれば、再度OSを初期化したほうが早いようにも思います。
