premiere element 9 カーソルを動かすたびに線が入る Windows10
画像のように、カーソルを動かすとどんどん線が入ります。
premiere element 9は元々Windows7にプレインストールされていた気がするので、
Windows10だと正常に動かないのでしょうか？

Ver.9はWindows 7までの動作保証なので、仰るようにWindows 10では保証外で正常動作しない可能性はあります。
