今回初めてタイムライン上でキーフレームを打とうとしたのですか。

その場合は、「Ctrl」を押せば「＋」マークがでます（下図）。お試しください。

1. What's the version of Premiere Pro you're using?
2. Are you on macOS or Windows?
3. Is it happening in all the projects or a particular one?
