I just spent 2 hours with Adobe tech support chat.  Tech support "Harbinder" tried a lot of things, including taking over my screen to witness the issue.  He had me delete preferences, install old versions of Photoshop, and used Adobe Cloud Cleaner.  This required a reboot, after which he never returned to the Adobe Remote Support app, so I guess he gave up.   The behavior persists.  While not in Application Frame all tool palettes are useless.   We pay way too much money for the bugs Adobe allows in Photoshop, and then foists us onto poor and disinterested tech support.   It's been an hour and 25 minutes since I was asked to reboot, and this is what the Remote Support window looks like, screen shot attached... ... One would think that it's just a multi-screen issue, however I have this problem daily and I've only ever had one monitor connected to my Mac Pro (2019).  It's something else. I have Ventura, and I'm not sure whether the issue started before I upgraded or not.  Very frustrating, as some days I can't use Photoshop at all.  We pay too much for this software for disabling bugs like this. ... I often have a similar issue, which is importing PDFs exported from CAD, Vectorworks and Sketchup, architectural drawings.  I don't have a good answer, but what I do is run through the drawings and select lines and dimensions I absolutely need, then paste it into a new document.  Sometimes I select all white and unstroked unfilled objects and delete them at once, which can help.  Generally I'm less and less impressed with Illustrator's performance.  Photoshop gets faster seemingly all the time, but Illustrator isn't noticeably faster than it was ten years ago.  Big complex documents just kill it.   Interestingly, I've just downloaded Affinity Design, and early indications for me are that it doesn't appear to have the same problem with large complex documents.  In one complex Illustrator file (3,000 paths, 13,000 points, 35mb), moving one object incurs a delay of 1-2 seconds for me, while no lag exists in Affinity Design with the exact same complex object in the exact same file. ... The largest images were exported from another artist and he had them in Vectorworks as bitmap images, not sure how they were originally created, but I don't have those as vectors.  The drawing is in 1/8"=1'0" scale, so I added textures for small pieces at full scale, which I thought was making a big difference.  But even after embedding them at smaller size there was no appreciable change in file size.   I'm still just puzzled that even with extremely low-res high compression, the file size was still enormous.  You'd think it would've made the file smaller, which is what made me think something was wrong.   Is it possible that the bitmap images are what constitutes "document overhead?" ... It's 9 artboards, 11x17 each.  The artwork was originally exported from Vectorworks as embedded bitmaps, then I drew small logos and illustrations on top, along with a few bitmap textures, which I flattened and cropped using Flatten Transparency, thinking those were a major source of the bloat.  I guess they're not!   I don't know what document overhead really is, so hard to know how to reduce it.  Copying and pasting all the objects into a new document doesn't change the file size much. ... I found it a helpful note to disable the create portfolio default.  I don't understand why the default would be to create a file that is not compatible with Quicklook on the Mac, and which masquerades as a PDF but is not actually a PDF.  It seems another way Acrobat is designed to confuse the average user.  Frustrating, but for myself it looks like turning off that option did the trick.
