What is PDF/A ?

I got it figured out - after you open the PDF you have to "enable Editing" and click "okay" BEFORE you click on Comment, or that "drawings and Markings" will not be an option

I have a user that has Adobe Acrobat X that users "drawing markups" all of the time, but I have another user that needs to use "drawing markups" on Adobe Acrobat XI. The "drawing markups" menu does not show up on the right side. I have tried google searches and can't figure it out. We have tried using the same PDF files on both computers and it only works on version X. Please Advise -

Adobe Reader DC and Outlook 2016, Windows 10 latest version patched MS Office E3 365 2016 latest version patched - 32 bit -Outlook is set as default in Adobe Reader and Outlook is the default e-mail program Adobe Reader DC latest version - all updates done - set as default PDF program The e-mail button icon button in Adobe Reader does nothing - it used to open a new e-mail window in Outlook and attach the PDF - please help - no error messages
