Adobe Acrobat XI - no "drawing markups"

I have a user that has Adobe Acrobat X that users "drawing markups" all of the time, but I have another user that needs to use "drawing markups" on Adobe Acrobat XI. The "drawing markups" menu does not show up on the right side. I have tried google searches and can't figure it out. We have tried using the same PDF files on both computers and it only works on version X. Please Advise -

I got it figured out - after you open the PDF you have to "enable Editing" and click "okay" BEFORE you click on Comment, or that "drawings and Markings" will not be an option

What do they see, then? Ask for a screenshot of the whole window.
