Adobe Express Online - English to Portuguese translation fails

I am trying to translate the attached document to Portuguese but it fails even if I try to translate only one page. Says that are words that vilote the terms of use.

Two weeks ago the tool worked fine with similar documents.

I am using the Adobe Express Online (Premium).

Hi Tarun,

1. Are there any specific words or phrases flagged in the error message?

a: No.
2. Is the document scanned or does it contain sensitive, graphic, or potentially restricted content?

a: The document was converted from docx to pdf by adobe acrobat online.
3 Has anything changed in the document compared to the one that worked two weeks ago—such as new text, layout, or added links?

a: The document is not same, but is about the same subject.

The document was sent attached in the first post for your diagnostic.

Another note, I have to slipt the file in two, even with 93 pages it says that the page limit is 99.
