Anchor links go to the wrong Heading in Express webpage

My students are using anchor links to navigate their Express webpages. Unfortunately after they link the Heading to the table of contents and then publish it, the link go to the bottom of the page.  They are making the links correctly from a published webpage. Some say it works on the laptop that they made the webpage on but does not work on a second device. Can you please look into this bug?
