Animate Characters is Not Working

Hello,

I am an Instructional Technology Coach for my county, and I am reaching out on behalf of a teacher I am working with. Her Animate Characters feature is not working. When she selects the option under Media > Videos, she cannot choose a background other than the one shown, and she does not have a Record button.

She is logged in as a teacher through our county's paid account. I have cleared her cache, updated her Chrome browser, and restarted her computer, but the issue persists. Please let me know what information you need to look into the problem, and I'll be happy to provide it.
