I cannot upload new fonts to my brand or projects

Are you an Enterprise account? If so, that will be why you do not see the Upload font option. Your admin will need to upload custom fonts for you.

Similarly, for Education accounts to use custom fonts, the Admin of the education account needs to upload the fonts. When the font is uploaded, the user of the education account can use the fonts in their project.
