Cannot add members to brands

I've tried to add team members to a brand that I've created in Adobe Express and it says "Administrators already have access. Click here to learn more." and the learn more link does not work. Also, my administrators confirm they cannot access the brand folder nor do they receive any email communication stating they've been added.
