Cannot create and manage branding in Adobe Express

Why don't I have the navigation item "Brands"? see screenshot below. I have a Creative Cloud subscription with all services and I am also signed in with that. At this link I saw that there should be a navigation point there: https://helpx.adobe.com/de/express/using/brands.html
Adobe Express even says I have full premium access:
