Cannot decrease the timing of a layer below 4.1 seconds
- Cannot resize any layer in the timeline below 4.1 seconds
- Also cannot move layer in timeline when below this duration, but can select them
- Began around March 20th I believe with a new update to the UI of Adobe Express that happened around this time
